Would Let Vietnamese Settle Own Affairs -- A Hong Kong based "China-watcher" thinks that the best cure for communism in Viet Nam would be to let the Vietnamese have a dose of it. Austin Coates, who says he was a Chinese affairs adviser to the British government in Southeast Asia for six years, suggested in New Orleans Thursday that it probably would be best to let the Vietnamese settle their own problems.
