The conference invited Souphanouvong, pro-western Laos premier Prince Boun Oum and neutralist Souvanna Phouma to Geneva to address the 14-nation body in an effort to decide the future of the Asian kingdom. Conference spokesman said Boun Oum refused to speak because the other two feuding princes had been invited to do the same.
