Washington, April 23 - Humphrey congratulates new senator - Vice President Hubert Humphrey congratulates Donald Russell after swearing him in as a Senator from South Carolina today. From left: Humphrey, Governor Robert McNair of South Carolina, Senator Strom Thurmond, Republican-South Carolina, and Russell. Russell resigned as governor to take the seat left vacant by the death of Senator Olin Johnston, Democrat-South Carolina. McNair moved up to the governorship from his lieutenant governor post. Russell is a Democrat.
